CCUH Scientific Director/ Head of the Precision Medicine Centre in Pediatric Care (PMPC)

State limited liability company “Children’s Clinical University Hospital” (CCUH) invites a professional and strategically minded CCUH Scientific Director/ Head of the Precision Medicine Centre in Pediatric Care (PMPC) to join the team, to jointly build one of the leading pediatric precision medicine centers in Europe.

About the Project

The Precision Medicine Centre in Pediatric Care (PMPC) is a strategic initiative aimed at strengthening CCUH as one of the leading pediatric precision medicine centers in Europe.

Precision medicine transforms healthcare by tailoring treatment to each patient’s genetic, environmental, and lifestyle characteristics. While its potential in adult medicine has already been proven, in pediatrics it is still being fully developed—creating a unique opportunity for Latvia to become a leader in this field.

Within the framework of PMPC, a new Research Excellence Center is being established on the CCUH campus, based on an integrated Research + Innovation + Care + Education (R+I+C+E) approach. The center is developing modern research infrastructure, including a clinical research center, genomics and data analysis units, as well as advanced solutions in genomics, cell therapies (including CAR-T), data science, and computational biology.

The center is being developed in close cooperation with one of Europe’s leading pediatric precision medicine centers—the Princess Máxima Center in the Netherlands—ensuring knowledge and technology transfer, as well as international excellence in research and clinical practice.

The development of PMPC is supported by the European Union programme “Horizon Europe” (€14.4 million) and significant private donations (at least €20 million in total), strengthening CCUH’s scientific and technological capacity and creating long-term benefits for patients, their families, healthcare professionals, and society as a whole.

Position Objective

To provide strategic, scientific, and organizational leadership of all research activities at CCUH, including the development and implementation of the Precision Medicine Centre in Pediatric Care (PMPC) in line with Horizon Europe programme requirements.

The role ensures effective operations, the establishment and continuous development of internal processes, alignment with broader CCUH initiatives, attraction of talent and competencies, and long-term financial, institutional, and scientific sustainability beyond the PMPC project funding period.


Main Responsibilities

Work Organization and Achievement of Results

  • Lead the strategic, scientific, and organizational development of research at CCUH, strengthening research capacity, quality, and international competitiveness.
  • Provide strategic leadership of PMPC, developing it into an internationally competitive Centre of Excellence in pediatric precision medicine.
  • Lead the implementation of the Centre and PMPC project, ensuring achievement of objectives, compliance with timelines, budget, quality standards, and Horizon Europe requirements (including the Grant Agreement).
  • Define and implement the Centre’s long-term development vision, ensuring institutional, financial, and scientific sustainability.
  • Promote high-impact research and integration of innovation into clinical practice.
  • Develop and integrate research, innovation, and healthcare within a unified CCUH ecosystem.
  • Establish modern research infrastructure and ensure its strategic utilization.
  • Ensure effective planning and management of financial, human, and infrastructure resources.
  • Build and lead a highly qualified multidisciplinary team and attract internationally recognized professionals.
  • Develop strategic partnerships and represent CCUH internationally.
  • Promote attraction of international projects and funding.
  • Identify and manage risks and ensure mitigation measures.
  • Develop an effective research governance model and internal processes.

Requirements for Candidates

Education and Competence

  • Master’s degree in medicine, health sciences, or a related field (MBA considered an advantage).
  • PhD in a relevant field will be considered a strong advantage.
  • At least 5 years of scientific experience, including leadership.
  • Strong research track record (advantage).
  • Understanding of research and healthcare management.
  • Experience managing projects or units with budgets exceeding EUR 5 million.
  • At least 5 years of experience managing multidisciplinary teams (preferably 20+ employees).
  • Strong strategic, change, and innovation management skills.
  • English proficiency at C1 level (CEFR).

IT Skills

  • Advanced MS Office skills (Word, Excel, PowerPoint, Outlook).
  • Experience with digital systems and platforms.

Other Requirements

  • Compliance with Section 72 of the Law on the Protection of the Rights of the Child, the National Security Law, and an impeccable reputation.

Estimated gross monthly salary: €5000 – €8000
